This is the one section of gameplay I never really paid attention to until recently and I was curious about it.

AFAIK the items visible are set to something like clvl +5? And AFAIK the difficulty and merchant doesn't make much difference.

Also, is there a way to know what item mods can and can't be found on the items bought?

Yes on the ilvl=clvl+5. There are ilvl caps in Normal though:

For shopped mods {alvl=(clvl+5)-qlvl/2}

There are also restrictions on vendor inventories that will affect what mods you can find.
