Not necessarily. Consider Mt Hyjal has been in a sem-finished state since mid beta, now over a year, it could be that we won't see any of this for another year or more. One of my favourite Not Yet Implemented areas is Kharazan. The tower is protected by instance portals, but there is a large area called "The Crypt" underneath the graveyard that you can explore in ghost form. It's a very large underground zone with different named areas - could easily be a future instance of its own. The most memorable part of the complex is a water-filled room called "The Upside Down Sinners". I don't think you can get back in there anymore. I think they made the gate that is below solid both for alive and dead characters. There's that one in the NE lands, with the Hydra at the end of the level. Filled with Naga and Turtles. I forget the name if it at the moment, but it's a common, low-to-mid level instance. It does not have a huge amount of under-water content, but it does take place in a cave, with watery depths that you must swim past. And, of course, the Hydra battle takes place in shin-deep water.
