Any article in the Washington Post or New York Times must be read as an editorial.
That said, Congress probably should have stuck with crop-specific subsidies. Any time you are going to hand out a wad of cash, it's nice to make sure it's going to actually be used for food instead of something that isn't necessary... This applies whether you are Congress or some poor chap trying to walk down the city street.
