In a raid environment, most mobs and all bosses are immune to snare effects (frost nova and slowing), therefore frostbite and shatter are of very little use, which is why I haven't included them in this list.
Combined effect of these talents on frostbolt:

crit damage multiplier increased from 1.5 to 2.0 (or from 0.5 extra damage to 1.0 extra damage)
-18% mana cost
-10% threat
