IIRC there has never been a +2 skills ring. (I haven't played D2 for a over a year until recently.)
So what is the maximum overall +skills a character can have now?

Does anybody else find this "a little bit" alarming?
I know 40 anihilus charms are not likely to come by easy, but windforces and ik armors werent either, and i think there are more of them than actual characters on realms...

Mang Song's Lesson, the new archon staff, has +5 to all skills, which beats having +3 on weapon and +1 on shield.
Arachnid Mesh the spiderweb sash also has +1 skills, which no belt previously had

So I guess hell won't be that hard once people get +skills because of the rapid increase in damage when skills are pushed over 20+.

If I'm not mistaken, the second call to arms will not add a further +3 BO, so with just its +2 skills it would be inferior to a +3 heart of the oak or echoing weapon.

Though the AS lists the skill boosts on Call to Arms as:
+2 To All Skills
+6-18 To Battle Command (varies)
+8-13 To Battle Orders (varies)
+10-13 To Battle Cry (varies)
The actual values in the runes.txt are:
+2 to All Skills
+5-20 to Battle Command
+5-15 to Battle Orders
+10-13 to Battle Cry
Maybe the AS is wrong, maybe it's outdated and maybe it's giving information from 1.10 final. However, it is not accurate to what the 1.10 beta MPQ says.
EDIT:
Some other information you have is also wrong. Circlets, for example, cannot have +3 BO. Barb helms can, but barbs only get +3 from oskill on Call to Arms. And if you have a non-barb, you also can't have any base BO skill. You're also missing the +1 belt and the Annihilus.

Did you read what he told you about call to arms having a +3 cap to barbarians? The + mucho is apparently for all non-barbarians.
I am guessing it might go to 58, maybe, if the second +3 from the second Call To Arms is added, even though there appears to be evidence that such is not the case from the above posts.
And while we are at it:
Is there something wrong with slvl 55 Battle Orders? :D

And given the discrepancy between the +15 versus the +3/+2, I am going to suggest that the 55 or 57 number makes a lot more sense. :)
